This is a TERM position NTE 3 YEARS. (Term Appointments must exceed 12 months to meet the definition of TERM). Provided all criteria is met in accordance with DODI 1400.25 Vol 2005, dtd 3/3/12 , the individual selected for this position may be extended or made permanent without further competition.

Duties

DUTY 1 - Conducts detailed analysis and process-mapping of all aspects of USAF and DoD civilian personnel management processes and systems. Plans, organizes, and executes strategic, operational and tactical levels of personnel policy and process execution.

DUTY 2 - Serves as trusted agent and expert advising senior management on affirmative employment, staffing, recruitment and placement, compensation and pay, benefits, classification, and employee development relating to DCIPS positions.

DUTY 3 - Conducts organizational and process-related civilian personnel/manpower requirement determination studies. Monitors and evaluates JIOWC structures and programs by interpreting data, process flow, organization concepts, and staff relationships to improve Center programs and efficiencies.

DUTY 4 - Represents the JIOWC with Headquarters Air Force, Department of Defense, and other Joint activities as a Subject Matter Expert on civilian personnel and manpower policies, programs, processes and systems.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. Non-disclosure agreement must be signed.

  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Position may require temporary duty travel (TDY) utilizing military and/or commercial transportation and may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters. Shift work may be required if assigned.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Requires a comprehensive, intensive, practical knowledge and skill in civilian personnel management and applying this knowledge to the development of new methods, approaches, or procedures for JIOWC. The position is responsible for providing analysis, advice and detailed courses of action relating to work performed across the Civilian Personnel (General Schedule/Wage Grade/DCIPS) and Pay spectrum. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of DoD and USAF organizations, associated legislation, policies, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to unique and security-sensitive situations in Civilian Personnel arenas under varying degrees of management control.
2. Extensive knowledge relating to civilian personnel management, manpower management, related management information systems, and common project management practices, procedures, regulations, precedents, guidelines, concepts, principles, and practices.
3. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues impacting effectiveness and efficiency of work operations in a major enterprise-wide program.
4. Skill in planning, coordinating, and executing civilian personnel actions and associated automated records transactions; and understanding AF and DoD automated human resources management and pay systems.
5. Ability to plan, organize, and negotiate effectively with managers and analysts to assess, prioritize, and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively, both orally and in writing, understands and negotiates complex issues, and maintains good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
